embed.cam Acceptable Use Policy
Reference translation. The binding text is the Russian version at /aup; in case of any discrepancy the Russian text prevails.
1. The main rule
You are responsible for what your camera sees and for whom you gave access to. embed.cam is transport: the service takes the stream from your source and delivers it to whoever has your link. We do not choose the filming location, do not aim the camera and do not pre-screen the stream. The decision to film and to publish is yours, and so are its legal consequences.
Before you publish a link, ask yourself three questions:
- Am I entitled to film this place?
- Do people appear in frame — and do I have a basis for publishing their images?
- Do I understand that anyone who learns the link can open it?
If the answer to any of them is "no" or "I don't know", do not publish the link. A camera can be used in the dashboard without creating a public link at all.
2. What must not be filmed or published
2.1. Covert filming and intrusion into private life
Prohibited:
- filming premises and places where a person is entitled to expect privacy: dwellings (other than your own, with no third parties in frame), hotel rooms, fitting rooms, sanitary facilities, changing rooms, medical consulting rooms;
- covert filming — filming people who are unaware of it, including with disguised devices. This is not merely a breach of these Rules: collecting information about private life without consent carries liability under Art. 137 of the Criminal Code of the Russian Federation, and using disguised technical devices under Art. 138.1 CC;
- filming someone else's property, the windows of dwellings, other people's plots and the entrances to dwellings;
- filming aimed at surveilling a specific person (including family members, former partners or employees) without a legal basis and without notice.
2.2. Images of people
- Publishing an individual's image is permitted only with their consent (Art. 152.1 of the Civil Code of the Russian Federation), except in cases expressly provided by law (in particular: filming in state, public or other public interests; filming in places open to free access or at public events, where the individual's image is not the main subject of the use).
- If the camera is installed at a place people visit (shop, café, office, construction site, yard) you must display a conspicuous notice of video surveillance and, where the stream is publicly accessible, say so.
- Filming employees is permitted only in compliance with employment and personal-data law: with notice, for stated purposes, and excluding rest areas and sanitary facilities.
- Filming minors in public access is not permitted: do not publish links to cameras in children's institutions, playgrounds or other places where children are the main subject.
2.3. Other prohibited content
- material whose circulation is prohibited by Russian law, including material with indications of pornography, extremist material, incitement to violence, promotion of narcotics or suicide;
- streams infringing third parties' exclusive rights (for example retransmitting someone else's television, sports or other protected content);
- content that offends personal dignity or is aimed at harassment, discrimination or intimidation;
- images revealing restricted information: checkpoints, security layouts, workplaces with personal or payment data visible on screens, and facilities whose filming is restricted by law.
3. What must not be done with the service
- circumventing authentication, access restrictions, quotas or embed-link protection;
- attempting to access other users' cameras, links or data;
- using the service to stream from other people's cameras obtained without the owner's permission, including cameras with factory passwords and cameras found through device search engines;
- creating excessive load: mass automated registration, abnormal connection counts, using the service as a transport layer or CDN for purposes unrelated to viewing your own cameras;
- automated extraction of the service's data (scraping) and using the service to build a competing product;
- reselling access under your own brand without the Operator's written consent;
- apply face-recognition or other biometric identification technology to the images obtained, build biometric templates, or match images against databases to establish identity. The service contains no such technology, and that is precisely why the images it carries are not biometric personal data (Art. 11(1) of Federal Law No. 152-FZ of 27.07.2006). This is a gross breach;
- point a camera at a television, monitor or other display in order to rebroadcast TV channels, films, sports coverage or other content owned by third parties;
- any action aimed at disrupting the service or the security of other users' data.
The service has no chats, comments, private messages, forums or public profiles — there is no exchange of messages between users, and none is planned.
4. Resource limits
4.1. Free use is bounded by the quotas published in the service (number of cameras, links, concurrent viewers, traffic volume).
4.2. Systematically exceeding quotas, and circumventing them by creating several accounts for one person, breach these Rules.
4.3. "Always-on" mode is intended for cameras that genuinely require a permanent connection. Using it without need — over long periods and in large numbers — may be restricted by the Operator with prior notice.
5. Complaints: how to report a violation
5.0. Two separate procedures
Reports are handled under one of two procedures, depending on what they concern:
- rightsholders' statements about infringement of copyright or related rights — under Art. 15.7 of Federal Law No. 149-FZ of 27.07.2006, with a response time of no more than 24 hours (cl. 5.6);
- all other reports — from people affected by a stream, data subjects, and users — under cl. 5.1–5.5.
Both go to the same address: support@embed.cam. It is also the address published under Art. 10(2) of Federal Law No. 149-FZ for statements under Art. 15.7.
5.1. Reports go to support@embed.cam. Please include:
- the URL of the viewing or embed page;
- what the violation consists of;
- if it concerns your image or your private life — confirmation that you are the person concerned (to the extent needed to handle the request; do not send unnecessary documents);
- a contact for our reply.
5.2. Response times: we acknowledge receipt within 1 business day and give a substantive answer within no more than 5 business days. Where there are clear indications of a criminal offence, or an immediate threat to individuals' rights, access to the stream is suspended immediately pending clarification.
5.3. What we can do: revoke a viewing link, disable a camera, suspend or delete an account, pass the request to the camera's owner as the operator of the personal data concerned, and respond to a lawful request from a competent authority.
5.4. What we cannot do: provide a video recording — the service keeps none (see Privacy Policy cl. 3.1); or disclose the camera owner's data other than on a lawful request from a competent authority.
5.5. Knowingly false reports aimed at blocking a legitimate user will result in refusal to consider that reporter's subsequent reports.
5.6. Rightsholders' statements (Art. 15.7 of Federal Law No. 149-FZ). A statement is sent to support@embed.cam in written or electronic form and must contain what Art. 15.7(2) requires: details of the rightsholder or their authorised representative; details of the protected subject matter; the domain name and/or network address of the page; the basis of the rights; a statement that use was not authorised; and, for a natural person, consent to the processing of personal data.
5.6.1. On receiving a statement that meets those requirements, the Operator takes the necessary and sufficient measures to stop the infringement within 24 hours: revoking the viewing link or disabling the camera, and then notifying the camera's owner.
5.6.2. If a statement is incomplete, the Operator sends the applicant a request to clarify within 24 hours; the period runs again from receipt of the clarified information.
5.6.3. Where there is evidence that the material was posted lawfully, the Operator may decline to take measures, sending the applicant a notice with that evidence attached (Art. 15.7(5)).
5.6.4. The Operator keeps a log of statements received: date and time of receipt, applicant, page address, decision taken, and response time.
6. Consequences of breach
| Situation | Response | |---|---| | Curable breach (quota excess, missing surveillance notice, disputed content) | notice and a period to cure | | Repeat breach after notice | suspension of the camera or link | | Gross breach (covert filming, prohibited material, access to others' cameras, attack on the service, a competent authority's demand) | immediate suspension without prior notice and, where necessary, termination |
A suspension may be appealed by sending a reasoned objection to support@embed.cam; consideration takes 10 business days.
7. If you are unsure
Write to support@embed.cam before publishing a link and describe the situation. Asking first is always cheaper than being blocked — and cheaper for us than a complaint.
